Google Connectivity Services is the Android component that connected the operating systems to Wi-fi and other networks. Read more about Google Connectivity Services  

The Android operating systems are composed of lots of small apps and programs, and each of those is responsible for some aspect of the operating system. For example, the Google Connectivity Services app makes sure that they OS can connect to Wi-fi or any other sources.
Every time you connect to the Wi-fi or when you boot the operating system for the first time, yu get to interact with Google Connectivity Services. It also comes with a Wi-Fi Assistant, which automatically connects you to high-quality public Wi-Fi.
Keep in mind that when you’re connecting to a public Wi-fi, the traffic actually goes through a Google VPN to make it secure.
