It’s a well-known fact that Google wants you to use a Google account with your new Android phone. It doesn’t matter who made the phone because it’s the same Google account, no matter what device you're using.
This is extremely useful if you’re moving from one device to another and you want to keep your data and settings. A special component named the Google Account Manager takes care of the login process and many other aspects that are related to the account settings.
