Controlling a mobile device just by using a voice is not all that of a stretch considering how advanced the personal assistants have become. This tool is meant for people that can’t control their phones otherwise and it’s not meant as a full replacement.
 
In fact, as Google devs have already explained, the Voice Access feature is designed to work as a disability feature, meaning that it’s aimed at users that have difficulty manipulating a touch screen (e.g. due to paralysis, tremor, or temporary injury).
 
It’s not much and for now, the application is still under development, but from the looks of it, the app is coming together.
