The most recent version of Android features a new type of shortcuts, and the features is that developers can add new ones to their application. What the Shortcutter application is doing is that it adds shortcuts to come of the more common functions in Android so that users don’t have to go through the menus searching for it.
It’s important to know that some of the shortcuts do require root access, but most of them don’t. For example, here are some of the available functions: volume panel, next alarm, screen timeout, ring mode, camera launch, haptic feedback, RAM usage, and quite a few others.
On the other hand, reboot or Wi-fi calling will need root access to be activated.
