Even if users have some sort of control over their apps and a few of the available services, Android is not exactly an open system. Users can’t just go around turning things off, mostly because it would cause the OS to malfunction.
 
On the other hand, if you do know what you are doing, the My Android Tools app will allow you to get much better control over services. The regular version of the app gives access to all of the running tasks and processes (with pid and uid), shows the logcat, shows the sharedpreferences and sqlite database of all apps, and, of course, give users a way to enable and disable apps.
 
As you can imagine, such power requires root access in Android.
